The State of Louisiana faced budgetary challenges with over $1.1 billion in uncollected debt across multiple agencies and needed a strategy to increase revenue without raising taxes. The state engaged CGI to conduct a comprehensive analysis and evaluation of its debt collection practices and potential strategies.
CGI performed an operational review of six key agencies using its ten-step methodology. Their analysis identified centralizing collections and modernizing systems as the primary opportunities. Based on CGI's report and recommendations, Louisiana enacted legislation (HB629) to create the Office of Debt Recovery, granting it enhanced collection authorities. This centralized, self-funded function was established rapidly, moving from RFP to enacted law within nine months, positioning the state to recover hundreds of millions in delinquent debt.
