The Justice Ministry, a government entity employing over 73,000 people, faced the challenge of improving efficiency amid budget cuts. It needed a unified performance management system to provide reliable, consolidated data for better decision-making across its judicial services and prison administration, overcoming issues with disparate information sources and inadequate staff. CGI was engaged to support this transformation through the Pharos program.

CGI supported the ministry by analyzing existing data and working with users to design the Pharos performance management system. This solution centralized and standardized information, enabling detailed monthly and annual reporting, cost analysis, and improved resource allocation. As a result, Pharos became the ministry's official management dialogue tool, leading to the creation of a dedicated performance sub-department and contributing to the long-term efficiency of the justice system.
