Preview of the California Franchise Tax Board (ftb) Case Study

California Franchise Tax Board generates $2.8 billion in revenue with CGI

The California Franchise Tax Board (FTB) faced a challenge with an estimated annual tax gap of nearly $10 billion, constrained by outdated systems, disparate data, and inefficient processes. To address this, they partnered with CGI on a benefits-funded modernization initiative known as the Enterprise-Data-to-Revenue (EDR) project.

CGI implemented a comprehensive solution that modernized legacy systems with a service-oriented architecture and an enterprise data warehouse. This approach automated manual processes, improved data capture, and provided a secure online Taxpayer Folder. As a result of CGI's work, the project generated over $2.8 billion in additional revenue to date, exceeding its goals and significantly increasing transparency and taxpayer service.
