Lake County Moves From Paper to Digital for Its Benefits Administration and ACA Reporting

Lake County, California — a county government of about 820 employees plus retirees and COBRA participants — relied on paper-based benefits enrollment across a large, dispersed area. Managing offerings for up to nine unions, multiple satellite locations, varied role structures, and both passive and mandatory benefit rules made annual enrollment and ongoing administration cumbersome, with geography (including the need to travel around Clear Lake) further straining HR resources.
