The London Borough of Hackney faced a major shift in how HR was managed as it moved to an HR business partner model, requiring managers and team leaders to take on more day-to-day employee issues while still knowing when to escalate risks. To support this change, the council worked with Capita HR Solutions to build a development programme and practical “how to” guides for its managers.

Capita delivered seven HR workshops covering areas such as absence, conduct, investigations, grievances, performance and recruitment, helping managers build confidence and clarity around their responsibilities. The programme was expanded due to high demand, and over three years Capita delivered 97 workshops to more than 1,000 employees, supporting a smooth transition to the new way of working and improving managers’ ability to handle HR issues independently.
