Transforming procurement services and enabling cashable savings

Southampton City Council partnered with Capita One to transform its procurement function as part of a 10-year strategic services contract. The council needed to turn a largely administrative, tactical procurement service into a modern, agile operation while delivering £33 million in cashable savings over the contract life.

Capita One implemented standardised procurement processes, category management, supplier relationship management, full e-tendering, and staff development, using tools such as Bravo and Omniscope to improve efficiency and visibility. The results included £17 million in savings within the first three years, a more strategic procurement team, over 30% shorter procurement cycle times, and contract coverage rising from 28% to just over 55.5%.
