Cardiff Council used Capita One’s One Route Optimisation, specifically the SEN Vehicle Management tool, to manage complex home-to-school transport for pupils with special educational needs and special transport needs more efficiently. Faced with rising costs, increasing transport complexity, and a need to support sustainable travel, the council wanted a way to reduce carbon emissions, cut transport spend, and save management time.

Capita One’s solution connected to the council’s database to map pupils, vehicles, stops, and routes, allowing planners to test different groupings and optimise journeys visually. The results included £240k saved in just seven months, projected annual savings of about £400k, routes reduced by 1,200 miles per day, 40 fewer vehicles on school sites, and average journeys cut from 14 miles to 12 miles. Cardiff Council also expects contract planning time to be halved from four months to two months.
