Freddie Mac, a leading source of residential and multifamily mortgage financing, faced rising and opaque IT costs and needed to understand the true total cost of IT. Leadership wanted to link spending to IT services and business units, create accountability, and enable fact‑based decisions about technology investments.

Beginning with an IT service catalog and then implementing Apptio in 2012, Freddie Mac developed a defensible, repeatable TCO model and automated showback reporting to link costs to services. The effort improved visibility across project, production and overhead costs, strengthened IT–business communication, and led to better cost management and decision‑making, while ongoing work continues to improve data quality, governance and alignment.
