State of Washington Legislating Technology Business Management

The State of Washington’s Office of the Chief Information Officer (OCIO) faced a major challenge: nearly $1 billion in annual IT spending across 44 agencies with little transparency or consistent insight into how that money delivered business value. Prior studies and mandated reports were time-consuming and didn’t link spend to services, leaving legislators and executives without clear, comparable data for budgeting and policy decisions.

OCIO pursued an enterprise Technology Business Management (TBM) program, deploying Apptio, standardizing datasets and processes, forming a TBM Council, and running agency roadshows to educate stakeholders. The approach was codified into law for larger agencies and expanded statewide; today 34 agencies have implemented TBM cost models (24 on the state’s enterprise instance). The initiative delivered clearer cost transparency, better business–IT alignment, data-driven budget conversations, and stronger partnerships with agencies and the Legislature.
