A new era of transparency and communication at Newport News Shipbuilding

Newport News Shipbuilding, a 131-year-old division of Huntington Ingalls Industries and the largest U.S. naval shipbuilder, faced a $200M+ IT “black box” where dollars couldn’t be tied to business value. New CIO Bharat Amin prioritized transparency and unit-cost understanding to support Vision 2020 and lead a major digital transformation, recognizing that without defensible cost data IT could not be seen as a strategic, business-focused partner.

Using TBM principles and Apptio Cost Transparency out-of-the-box with a minimal viable product approach, IT delivered trusted reporting in about four months. That transparency produced immediate business outcomes: same-day approval for a $3M SAP HANA upgrade, roughly $7M identified for application elimination or migration, executive adoption of Apptio reports, and a shift from IT-centric to finance- and business-centric decision-making that freed funds to reinvest in digital shipbuilding initiatives.
