The State of Arizona, which serves 6.7 million residents across 100+ agencies, faced an end-of-life proprietary payment system that acted as a "black box"—limiting visibility, risking compliance, and costing too much. The state needed a scalable, customizable replacement that would preserve about 30 existing departmental payment apps, support two complex custom processes (a two-phase reconciliation and split-revenue scenarios), and ensure ongoing PCI compliance.
Arizona adopted jBilling’s cloud billing service, extending its API and adding translation layers so existing apps required minimal changes. jBilling implemented configurable and custom logic for automated daily reconciliation, revenue-splitting, and real-time transaction reporting, while providing a PCI-compliant hosted environment. The result: over $1M in annual recurring savings, more than $750M processed through agency portals with automated reconciliation and full code visibility, and a scalable, easily modifiable platform that reduces the state’s PCI burden.
