Using ALEX to Help With CDHP Plan Migration

ICF International, a consulting firm with 4,400 U.S. employees, faced rising benefits costs that threatened to trigger the ACA excise tax. They needed to shift toward consumer-directed health plans (HDHPs) but wanted to avoid forcing employees off familiar HMO and PPO copay plans.

ICF introduced two new HDHPs (including an HSA option) alongside existing plans and used ALEX, an interactive, personalized decision-support tool, to guide employees through the change. Instead of the forecasted 20% HDHP enrollment, ALEX drove 50% enrollment, limiting benefits cost growth to a 3.7% increase versus a projected 8.6% and delivering significantly greater savings than expected.
