Horizon Healthcare Services, New Jersey’s largest health insurer, faced rising consumer expectations and rapid enrollment through the health insurance exchanges while relying on a limited, manual in‑house payments system. To capture payments at enrollment, offer more payment choices and ensure PCI and HIPAA compliance, Horizon partnered with ACI Worldwide and adopted the ACI Speedpay solution, including recurring card payments and staged payment capture for exchange enrollments.
ACI Worldwide implemented ACI Speedpay as a single integrated platform across web, IVR and call center channels, supporting debit, credit and ACH transactions plus Integrated Treasury Management for next‑day funding. The solution helped Horizon profitably scale — enabling 400% exchange enrollment growth from 2014–2016, an 800% rise in electronic bill payments (Feb 2014–Feb 2016), reduced call center costs by deflecting transactions to lower‑cost channels, and improved member retention with measurable revenue upside.
