San Diego County’s Land Use and Environment Group (LUEG), serving a population of over 3.2 million, was running tens of thousands of inspections and permits each year across more than 40 incompatible permitting systems. Data silos, lack of online services and no field access for inspectors created inefficiencies, high volumes of in-person and phone interactions, and made it difficult to quickly adapt processes to changing regulations.
LUEG deployed the Accela Civic Platform (Land Management, GIS, Mobile Office, Citizen Access, CivicData) to centralize data, enable configurable workflows and offer online citizen services and mobile inspections. The rollout consolidated 40 systems into one shared solution, supported ~900 internal users and 5,500 public users, improved inspection turnaround, reduced in-person visits and calls, met 10-day public-record deadlines, and boosted operational efficiency and customer confidence.
