Charlotte County, Florida, a fast-growing community of about 189,000 residents, faced surging demand for licensing and permitting—fueled by a hot housing market and the COVID-19 pandemic. The county needed to streamline cross-department workflows, eliminate duplicate paper processes, and maintain service levels while departments were closed.

By adopting Accela’s enterprise platform (including Planning, Building, Service Request, Business and Occupational Licensing) and ePermitHub for online submissions and digital plan review, Charlotte enabled touchless, data-sharing workflows and simultaneous multi-agency reviews. As a result online submissions rose from ~25% to over 80%, permit turnaround for single‑family homes fell from roughly 12 weeks to six weeks, the county processed record permit volumes (nearly 250 single‑family permits in May 2021), and duplicate effort was eliminated.
