The City of Moreno Valley (population 217,197), which processes about 1,000 plan reviews monthly, faced an urgent challenge when the COVID-19 pandemic exposed its entirely paper-based plan review process as slow, costly, and impractical for remote work. With rising application volumes and City Hall closed to the public, Moreno Valley needed a citywide, easy-to-use solution that would integrate with its Accela Civic Platform, provide automated validation and notifications, and support faster, more transparent customer service.
The City selected the ePermitHub Digital Plan Room—a true plug-in for Accela—and launched it in April 2021, shifting overnight from 100% paper to 100% electronic plan review. The Digital Plan Room added 24/7 virtual access, automated file validation, and collaborative review tools; within 19 months it eliminated more than 2,700 hours of manual review, cut overall turnaround time by nearly 50%, reduced incomplete submissions, lowered costs and travel, and earned positive feedback from customers and staff.
