Bernalillo County, New Mexico — which includes Albuquerque and manages about 57,000 parcels — faced mounting strain on its planning and development services when its on‑premises Accela software fell several versions behind, creating security concerns and a heavy maintenance burden for IT that blocked access to new features.

The county migrated to Accela’s SaaS solutions (Planning, Building, Environmental Health) on Microsoft Azure, shifting upgrades and support to the vendor.
