Scottish Government launches ePass in 6 months with Zudu

The Scottish Government faced a significant challenge in unifying its fragmented and outdated public licensing systems into a single digital platform, a problem that had stalled for over a decade due to complexity and scale. Through the CivTech Accelerator program, the vendor Zudu was selected to tackle this issue and co-designed an MVP for a new web application.

Zudu delivered the ePass MVP within three months, leading to the launch of the Tobacco & Vaping Register in just six months. This scalable digital licensing platform integrated AI agents and transformed regulatory interactions for millions of people. The results included a major reduction in fraud and a solution that was many times more cost effective than previous attempts, leading to its adoption across multiple licence types and by governments internationally.
