The City of Regina, the municipal governing body for Saskatchewan’s capital, faced the challenge of an outdated and difficult-to-use website. After twelve years without meaningful updates, the site suffered from poor mobile usability, confusing navigation shaped by internal departments, and significant content sprawl with thousands of pages. The City engaged the vendor zu to redesign and rebuild the platform into a clear, citizen-first service utility.

zu rebuilt regina.ca with a mobile-first, user-centered approach, consolidating three sites into one and reducing content from 2,500 pages to 300. The information architecture was reorganized around seven task-based categories, replacing the old department-focused structure. The solution was delivered on OpenCMS and included integrations for key services. zu also provided governance tools and training to ensure the City could sustain the platform. The result was a more intuitive civic utility that made essential services significantly easier for residents to find and use.
