Magdeburg City Council, the state capital of Saxony-Anhalt with about 2,500 employees serving 230,000 residents, needed to modernize its aging firewall-, proxy- and VPN-based security as it shifted to hybrid work and broader digital transformation. Legacy appliances couldn’t scale or provide granular, identity-based access, leaving private apps and remote users at risk.
The council adopted the cloud-native Zscaler Zero Trust Exchange (including ZIA and ZPA) to replace VPNs and legacy point products, enable secure direct internet access, and enforce identity-based zero trust for private apps. The move improved remote user experience (supporting up to 1,500 remote users monthly and securing the hybrid workforce), reduced costs and management complexity, and created a scalable foundation for continued digital transformation.
