The County Clerk Office’s Information and Technology Services (ITS) team — responsible for technology across county departments — was struggling with aging Blue Coat appliances that couldn’t handle growing SSL traffic. The devices frequently slowed down or crashed under load, degrading web performance for users and generating dozens of helpdesk calls each week.

After evaluating vendors, the county moved to Zscaler’s cloud-based web security and routed traffic (initially for 15 high-issue users) via a GRE tunnel.
