A Zoom Video Communications Case Study
Oita Prefectural Government faced urgent communication and service-delivery challenges when COVID‑19 spread in early 2020: the prefecture needed to set up external online consultation services, continue briefings and business meetings under a state of emergency, and expand information‑gathering and work‑style reforms while ensuring compatibility with office systems and adequate security. Having piloted remote work tools since 2018, officials prioritized a platform that ran on existing virtual browsers, required no prior user registration, and supported broad external use.
Oita fully deployed Zoom (Meetings, Webinars, Zoom Rooms) in June 2020 and signed a comprehensive collaboration agreement in October, using the platform across disaster response, education, agriculture, tourism, and internal operations. The rollout enabled timely COVID briefings, remote inspections with drones, distance learning across schools and universities, online job fairs and tourism negotiations, reduced travel and meeting overhead, and improved trust through face‑to‑face communication—leading to continued expansion into telemedicine, elderly wellness programs, and further room‑system and accessibility trials.
