Solano County Office of Education (SCOE) supports districts across Solano County, CA, but its legacy on‑premises phone system had become costly, hard to maintain, and difficult for staff to use. Mobility was a major problem—phone numbers didn’t follow employees when they moved—and remote instruction exposed privacy and accountability issues as teachers resorted to personal cell phones to contact families.
