The council’s existing approach relied on paper forms, repeated data entry, and manual certificate handling, creating inefficiencies and unnecessary in-person interactions, which became especially problematic in a Covid-19 context.

Zipporah Ltd enhanced its licensing solution to provide online booking and upfront payment, digital forms and calendars, automated communications, and back-office compliance tools. The new system replaces paper test sheets with digital ones, sends automatic pass/fail emails and texts, delivers PDF certificates directly from test centres, and streamlines re-tests and failed applications, improving efficiency, reducing human contact, and supporting GDPR-compliant data retention.
