Lothian Valuation Joint Board (LVJB) needed to improve how it canvassed and updated the electoral register across Edinburgh and the Lothian regions, particularly after the 2014 Void Canvass and ahead of the 2015 Household Enquiry Form (HEF) canvass. Faced with 400,000 properties to survey and thousands of non-returns to target, LVJB worked with Zerion Software and used the iFormBuilder platform (with ArcGIS and their Halarose data sources) to reduce manual uploading, speed data capture, and cut backend administrative work.

Zerion Software implemented an iFormBuilder-based workflow with API integrations, a new Household Request Form and GPS-based record assignment so canvassers on iPad Minis could pull the nearest records automatically. The solution automated record routing, scanning and mailbox processing, and simplified subforms for registering new residents. The project handled ~400,000 issued forms with over 120,000 returns, supported a full-time canvass team of 12 covering the region, cut daily admin overheads, sped user onboarding (most collectors trained in one day), and produced a much more accurate, up-to-date electoral roll.
