Torfaen County Borough Council, a unitary council in South Wales serving around 90,000 residents, needed to modernize its outdated and cumbersome main website while improving self-service options and content targeting across multiple digital properties. After reviewing the market, the council chose Zengenti’s Contensis CMS, which was already in use for several projects and was seen as the most capable and cost-effective platform.

Zengenti helped Torfaen redevelop both the council website and intranet on Contensis, using features such as Taxonomy Manager, Folder Synchronisation, Search, and Active Directory integration for the staff directory. The result was a more flexible, searchable, and efficient digital estate spanning the main site, intranet, community portal, and more, with the council avoiding the need to expand the web team by an estimated £500k; the combined implementation cost for the two projects was £83k, including hosting and software support.
