How Xerox Helped the Government of Bangladesh Capture, Store, and Analyze Population Data

The Government of Bangladesh engaged Xerox DocuShare to deliver its National Household Database under the Digital Bangladesh Vision 2021. The challenge was to capture, store and manage massive, sensitive census data for a population of more than 160 million—converting door-to-door paper questionnaires into a secure, searchable digital system to identify access to basic amenities and target public programs.

Xerox DocuShare and local partner IOE scanned and processed the questionnaires within the Bangladesh Bureau of Statistics production center, using DocuShare as the content‑management platform, an in‑document tracking tool, API validation against national ID and birth registration databases, and a custom transliteration dictionary. Over an 18‑month period more than 350 staff processed 76 million document images (about 37.5 million completed forms from 45 million printed), delivering a secure virtual database that improved data accuracy and enabled the government to better identify and deliver benefits to citizens.
