Data Driven Decision Making for Citizen Centric e-Government Services in Bhutan

The Department of Information Technology & Telecom (DITT) in Bhutan needed a better way to access, share, and integrate digital data across government agencies to support citizen-centric e-government services. Duplication of data, siloed IT systems, and difficult identity authentication were creating high costs, bottlenecks, and slower service delivery. DITT turned to WSO2 for a national data-sharing platform, using WSO2 API Manager, WSO2 Identity Server, and WSO2 Enterprise Integrator.

WSO2 implemented the Datashub platform as a national information exchange layer and central source of data access for government agencies. The solution enabled secure API publishing, identity management, and citizen authentication while protecting privacy. The results included improved collaboration and data quality, stronger confidence in shared data, better decision-making from integrated data, and operationalized hubs for citizens, land, business, vehicle, public finance, and tax. The platform is now used by 18 government agencies and has improved transparency and faster service delivery.
