Blue State Digital, a purpose-driven digital agency, partnered with the City of New York to solve a common problem: residents had difficulty discovering which government benefits and services they qualified for. The city needed informative, accessible, multilingual, easy-to-use online tools that could scale, be maintained long term, and remain cost-effective under strict technical and security requirements.

Blue State Digital led a user-centered, agile build and testing process to deliver three platforms—Growing Up NYC, ACCESS NYC, and We Speak NYC—replatformed on WP Engine/AWS, with a rules engine and admin interface for easy updates and support for up to 10 languages. The redesign increased monthly eligibility screenings by more than 70% (from 5,000 to 8,600) and raised completion rates from 44% to 67%, earned industry awards, and reduced ongoing hosting and maintenance costs for the city.
