Case Study: Clark County achieves digital transformation and major cost savings with Workday

A Workday Case Study

Preview of the Clark County Case Study

Clark County digitizes operations to meet changing government needs

Clark County, Washington (about 500,000 residents and 1,600 employees), faced slow, paper-based finance and HR processes and a rigid legacy ERP that required coding for routine changes, limiting insight, control, and operational agility as the county grew. These constraints made it difficult to transform services and respond quickly to changing needs.

The county implemented Workday Financial Management and Human Capital Management to create a single digital source of truth, replace dozens of paper systems, and give nontechnical staff self-service workflows. As a result, IT support was pared down, payroll is completed 60% faster, onboarding takes half the time, unapproved spend dropped about 15%, thousands of general ledgers were consolidated, and the county saves $1.6M annually while avoiding a $6M legacy upgrade—enabling faster, more flexible service delivery.
