Skagit County Government Goes Green, Saves Green with Migration to Cloud

Skagit County (Washington) is a large, diverse county government with more than 700 employees and a $150M budget that manages dozens of services across law enforcement, courts, health, and administration. The finance team had to coordinate 50 budgets (each with more than 30 sub-budgets) using paper reports and manual data entry, a process that took roughly 11 weeks, burdened non‑finance contributors, and limited visibility into revenue and forecasting.

Skagit implemented Workday Adaptive Planning’s SaaS planning cloud, moving the process online, eliminating paper distribution and manual entry, and modeling a complex personnel structure (700 employees, 13 unions, multiple pay and retirement plans). The change cut the budget cycle by 36% (about one month), improved revenue insight and forecasting, saved time and money, and enabled faster what‑if planning and better budget control.
