How Cepsa Leveraged Digital Permit to Work to Improve Safety and Efficiency

CEPSA, a major Spanish energy company, faced the challenge of harmonizing and improving the safety and efficiency of its hazardous work control processes across its global operations. The company required a reliable, scalable, and user-friendly digital Control of Work solution to replace its paper-based systems, enable better planning, and ensure robust safety management. To address this, they partnered with vendor Wolters Kluwer ELM Solutions, selecting its Enablon platform to manage Permit to Work, Isolation Management, and Risk Assessment.

Wolters Kluwer ELM Solutions implemented its digital Control of Work system, beginning with a successful pilot at the La Rábida Refinery. The solution provided a centralized, rule-based platform that streamlined permit creation and authorization, replacing cumbersome paperwork and giving real-time management oversight. This implementation resulted in the harmonization of practices, increased accountability, and greater operational efficiency across multiple sites, leading to the project team receiving an internal award for teamwork. The positive outcomes have prompted plans to roll out the system to CEPSA's remaining global locations.
