Restless Development is a youth‑focused development agency that trained volunteers in Tanzania to deliver voter education and report incidents such as violence, intimidation, or fraud ahead of the competitive 2015 elections. A key challenge was accurately and quickly identifying incident locations in a country where precise addresses are often unavailable, undermining timely response and election monitoring.

Volunteers were trained to use the what3words app, which assigns simple three‑word addresses to 3m x 3m squares worldwide, works offline and is available in Swahili, allowing reporters to share exact locations instantly. This made location reporting simple and reliable, improving response coordination and helping ensure a fairer, more transparent election monitoring effort.
