How The State of Wisconsin uses a three-pronged approach to reach and engage more than 165,000 participants in 400 locations

Well Wisconsin, the State of Wisconsin’s employee well‑being program serving more than 165,000 participants across ~300 government entities and 400 locations, faced a fragmented experience delivered through 20 different health plans that produced inconsistent communications and enrollment. To unify the program, the State engaged WebMD Health Services to provide a single well‑being platform and centralized program management.

WebMD Health Services implemented a universal platform, singular incentive and reporting structure, data‑driven communications (including campaigns like “Who’s Your Reason”), health coaching, wellness champions and the Well Wisconsin Radio podcast. The results include more than 42,000 participants completing activities in 2020, nearly 16,000 podcast listeners to date, a 90% participant satisfaction rate, an average reduction of 2.6 health risks per participant, and measurable health‑risk reductions (e.g., a 10% reduction after year two and a further 6% after year three; employees/retirees/spouses saw reductions of 6%/3.5%/6%), while overall participation rose from 12% to 26%.
