The New York State Office of Real Property Services (ORPS) oversees certification and continuing education for roughly 1,200 local property assessors, a process that historically required multi‑day classroom courses. Long class times meant significant time away from work and rising reimbursement costs (travel, lodging, food, tuition), so ORPS needed a more flexible, cost‑effective way to deliver mandatory training without losing instructor and peer interaction.

ORPS implemented WBT’s TopClass LMS to offer a hybrid program of web‑based and classroom courses, online scheduling, exams, discussion threads and a self‑study option. Today half of courses are online, saving about $1,200 per assessor who completes all training online, delivering a projected ROI in three years, boosting the pass rate to 98.5%, cutting printing and mailing costs, and enabling more assessors to be trained with far less time away from the office.
