The e‑Government Centre of Moldova built MCloud to modernize the country’s public administration after years of fragmented, underperforming IT systems. The main challenges were to create a centrally managed, flexible environment that would improve service quality, cut total IT costs, and eliminate irregularities in procurement across dozens of institutions.
Using a VMware-based private cloud (vSphere, NSX, vRealize, SRM) deployed in active‑active datacenters, MCloud provides IaaS/PaaS/SaaS, self‑service provisioning, network virtualization and automated disaster recovery. The platform now serves 41 public institutions and systems used by 150,000 firms and about half the population, delivers ~99.99% availability, roughly 30% lower energy costs, measurable financial savings, greater agility, a shift from capex to opex, and reduced procurement-related abuse.
