Getting Creative While Under Constraints—How to Sustainably Build Technology for Emergency Response

VMware Tanzu partnered with the Collaborative Cash Delivery (CCD) Network — 15 humanitarian NGOs including Save the Children, Oxfam and Mercy Corps — to enable coordinated cash-aid responses. CCD needed a low-cost, easy way to model how agencies could work together across duties, geographies and service providers, but full data-sharing solutions and long-term maintenance were prohibitively expensive and NGOs had limited technical capacity.

The VMware Pivotal Act team built ResponseBuilder: a lean collaboration-modeling web app hosted on Google Cloud/Firebase and deployed with low-cost CI/CD. By combining backend components, using Firebase Authentication/Firestore/Hosting, and focusing on core features (Collaboration Details, Programme Design, a 3‑D Delivery Design grid, Contractual Design and Reports), the small team delivered an iterative prototype that’s live and sustainable — operating at zero ongoing cost to the agencies.
