The Tianjin Institute of Surveying and Mapping, part of the Tianjin Planning Bureau, was tasked by the State Council and NASG to produce a 12.5 cm orthophoto and a 9 cm 3D model of Tianjin across 14,000 km² to 1:2000 accuracy. The densely populated city, limited good-weather windows (capture had to finish before spring foliage) and persistent haze required extremely efficient aerial capture and highly automated processing using the Y12 aircraft.

The Institute deployed the VisionMap A3 Digital Mapping System with LightSpeed processing and Bentley Smart3DCapture; the compact 42 kg A3 (300 mm focal length) enabled 13,500 ft flights capturing ~1,000 km² per hour, allowing the crisscross survey and delivery within three months. Automated processing produced the required orthophoto and 3D model to specification, cutting time and manpower by about 40%.
