Sheboygan County, Wisconsin supports more than 115,000 citizens with digital services for public safety, land records, birth certificates, and health and human services. As it moved from an aging on-premise Microsoft Exchange environment to the cloud, the county faced cost pressure, change management, and concerns about cloud security and compliance.
