The Highland Council, which manages a third of Scotland’s land area and delivers about £100m of capital investment each year across hundreds of projects, faced fragmented project information and weak document controls. A legacy hosted system was poorly adopted, staff used inconsistent naming and local network storage, audit trails were unreliable, and the council needed to migrate 40,000 documents while meeting public-sector ICT and BIM requirements.

To solve this, the council implemented Viewpoint For Projects as a cloud-hosted common data environment, standardising files to BS 1192, enforcing templates, version control and secure compliance, and enabling external contractor access. The result was a single source of truth with improved collaboration, streamlined workflows, reliable auditability and early BIM compliance—making the Highland Council the first Scottish council to roll out a CDE across its organisation.
