Virginia Department of General Services: Addressing Resource Challenges with Facility Self-Assessment

DGS Virginia, the Virginia Department of General Services, was struggling with a lack of accountability for facility conditions, incomplete inventory data, and a growing deferred maintenance backlog across the Commonwealth’s vast portfolio. To address these challenges, DGS Virginia worked with VFA and its facility planning software, including VFA.auditor and VFA.facility, to improve how maintenance needs were identified and managed.

VFA implemented the Facility Inventory and Condition Assessment System (FICAS), a centralized web-based database that combined self-assessments, agency-led assessments, and VFA-conducted inspections. The solution gave DGS Virginia reliable facility data and analytics to prioritize projects, forecast funding, and build defensible capital plans; it also helped Virginia earn an A- from The Pew Center for the States and a B+ for infrastructure, with capital planning cited as a strength.
