The Largest Property Manager in the U.S. Takes a Strategic View of Its Facility Portfolio

The U.S. General Services Administration (GSA), the nation’s largest public real estate manager, needed a better way to track the condition of its vast portfolio of more than 8,600 facilities and 354 million square feet of workspace. Its five-year Building Engineering Reports and IRIS data were costly, time-consuming, and quickly outdated, making it difficult to maintain accurate facility information and plan investments effectively. VFA helped GSA address this challenge with web-based facility surveys using VFA.facility and later VFA.auditor.

VFA implemented PCS and then the enhanced ePCS platform to centralize condition data, support role-based reviews, and improve reporting and capital planning. The results were substantial: GSA captured data on 182 million square feet in two months, increased occupancy by 3.2 percent, reduced vacant space from 9.2 percent to 7 percent, and avoided about $588 million in reinvestment liabilities. With VFA, GSA also improved facility condition performance, cut energy use 4.4 percent below the 2005 baseline, and earned “Green” status on the President’s Management Agenda scorecard.
