Making the Case to Increase Facilities Funding in The Ontario University System

The Ontario University System, a network of 19 universities across the province, faced a major challenge in building a credible, system-wide case for more facilities funding. With inconsistent condition data, different maintenance tracking methods, and rising enrollment pressures, the system needed a reliable way to assess deferred maintenance and plan long-term capital needs. VFA’s Capital Planning and Management Solution (CPMS™) with VFA.facility® software was used to standardize facility data and support this effort.

VFA implemented a consistent assessment program that evaluated 20% of each university’s building portfolio annually and stored the results in a central web-based database. The solution provided shared cost models, benchmarks, and “what-if” planning tools, helping the Ontario University System make stronger funding arguments. As a result, the system secured $93 million in deferred maintenance funding, a $40 million increase over previous years, and later increased Facility Renewal Program funding by $80 million over nine years.
