A Proactive Approach to Sustaining Municipal Facilities in the City of Richmond

The City of Richmond BC faced a growing backlog of deferred maintenance across 145 municipal buildings, with limited data on building condition and an overly subjective rating system that made it difficult to plan repairs and lifecycle renewals proactively. With help from VFA and its VFA.facility® software, the City sought a better way to assess facilities, prioritize investments, and support long-term capital planning.

VFA implemented detailed facility condition assessments, staff training, and centralized portfolio management tools to analyze building and system needs across the City’s portfolio. The results helped Richmond secure increased funding, including a renewal budget of $2.4 million in 2005 and $11 million for fire station projects completed in 2006, while improving project bundling and lifecycle planning. VFA also helped the City build a credible, data-driven case for ongoing sustainment, including identifying $6.2 million in critical renewal needs and improving decisions based on Facility Condition Index data.
