Successful joint venture for water and wastewater treatment driven by safety and service excellence

Phillips 66 engaged Veolia North America to provide water production and wastewater treatment services at its Lake Charles (Westlake) refinery. Veolia purchased a 50% interest in HydroServe Westlake LLC and took over the long-term contract to operate a 3.6‑MGD surface water treatment plant and a 7.1‑MGD wastewater treatment facility—one of the chemical industry’s largest outsourcing agreements for water and wastewater at Phillips 66’s largest refinery.

Veolia North America operates the dual‑train activated sludge, clarification, lamella clarification, mixed‑media filtration, DAF and sludge conditioning/dewatering processes and manages all routine, major maintenance and CAPEX onsite. The Veolia‑managed facility achieved a zero recordable incidence rate (27,758 hours as of 2013), more than 13 years with no LTA or RCA, earned OSHA’s contractor award for meritorious safety performance, consistently produces discharge‑quality effluent, and the remaining agreement is expected to save the customer $1 million annually.
