Springboro Partnership Ensures Compliance

The City of Springboro hired Veolia North America in 1990 under an operate/maintain/manage (O&M) contract to address compliance problems and regulatory issues at its aging wastewater treatment facility. Over time Veolia North America’s scope expanded to manage the city’s water system and related assets, including a 7‑MGD groundwater treatment plant, a 4‑MGD sequencing batch reactor wastewater plant, a 90‑mile collection system, pump stations and water towers.

Veolia North America implemented continuous performance monitoring, recommended process improvements, launched an ongoing sewer cleanout and collection‑system repair program, and used its engineering/construction affiliate to design and fast‑track capital upgrades and start up the new water plant. The work delivered long‑running compliance, a fast‑track water plant startup in 18 months, nearly 15 years without a lost‑time accident, multiple Ohio Water Environment Association safety awards, and the 2012 CDC Water Fluoridation Quality Award.
