Resource Recovery from Oily Sludge for a Midwestern Refinery

Missouri Refinery, a midwestern refinery and major employer in a small town, needed to reduce the environmental impact and long‑term risk of oily sludge while maintaining strong community relations through its Community Advisory Panel. To address this challenge it engaged Veolia North America under a multi‑year agreement for sustainable oily sludge management and resource recovery, including operation of recycling equipment to recover oil and water, separate solids, process secondary wastewater, and dewater lime solids.

Veolia North America installed and operates processing equipment across four on‑site facilities—running at least two facilities at all times to maximize uptime—and manages oily and non‑oily streams to recover quality oil and water and produce dry solids. The program produces non‑hazardous cake for offsite disposal, prepares recovered solids for reuse via the coker quench cycle, and is tracked with monthly KPIs (safety, daily production, return effluent quality, cake quality); the result is fewer solids sent to landfill, improved circular reuse, maintained operational uptime, and a reduced environmental footprint.
