Vineland Municipal Electric Utility (VMEU) is a municipal utility serving 35,000 customers in southern New Jersey that faced aging infrastructure, rising solar penetration and increasing instability in the PJM market. Traditional design‑bid‑build approaches were inadequate, leaving VMEU unable to modernize systems or reliably meet energy and capacity constraints — a challenge they addressed with the help of Veolia North America.

Veolia North America, through its energy subsidiary SourceOne, conducted a hands‑on evaluation and delivered a multi‑year revitalization program: installation of two new plants (Howard M. Down Unit 11 and Clayville 1), replacement of the SCADA system, and an upgrade of the West Station Power Plant to meet stricter emissions rules. Acting as owner’s representative and technical consultant over five years, Veolia North America helped VMEU complete these projects, positioning the utility to continue providing low‑cost, reliable power to its 35,000 customers and maintaining an ongoing technical partnership via SourceOne.
