Operational Savings Allow Moore to Invest in Upgrades

The City of Moore engaged Veolia North America in 1993 to operate, maintain and manage (O&M) its municipal water and wastewater systems after severe reductions in sales tax revenue, and in 2001 signed a design/build/operate (DBO) contract with Veolia to upgrade the collection system and correct sewage treatment plant deficiencies. The system included 37 water wells, five water towers, a 200‑mile distribution network, a 4.5‑MGD wastewater plant and a 200‑mile collection system, creating urgent operational, odor management and biosolids challenges.

Veolia North America implemented O&M and DBO solutions—hiring affected city employees with improved wages and benefits, instituting training and safety programs, piloting air biofilters for odor control, installing a belt filter press and launching a long‑term biosolids land‑application plan—which eliminated biosolids inventory within 45 days. The program delivered $5 million in accumulated savings over a decade, more than six years without a lost‑time accident, and a nine‑year contract extension; Veolia also supported recovery efforts after the 2013 tornado.
