Exceeding Water Quality Standards in Wilsonville

The City of Wilsonville, Oregon engaged Veolia North America in 2001 to design, build, start up and provide long‑term O&M for a new 15‑MGD surface water treatment plant centered on Veolia’s ACTIFLO® technology, while also receiving Veolia management consulting for a 3‑MGD wastewater plant. The challenge was to commission the new facility, meet stringent drinking‑water standards, train staff, manage regulatory permits and restore the city’s constrained water capacity.

Veolia North America prepared the plant for startup, supplied trained staff ahead of commissioning, operated the facility through hydraulic and performance tests, developed performance benchmarks, managed permit renewal and led process‑control improvements. As a result, water‑quality objectives were exceeded even before official startup, the ACTIFLO® system produced exceptional drinking water enabling the City of Wilsonville, Oregon to lift a development moratorium, staff were successfully trained, and the project received multiple OPEX awards (2002, regional/national 2003 and 2008).
